Could not open requirements file: [Errno 2] No such file or directory: ‘requirements.txt’

I am trying to install an animation engine (manim from 3B1B on github), but I am running into a strange issue. When I try to install the requirements file I need in order to run from the engine, I get the error seen in the title. my cmd prompt looks like this:

C:\Windows\System32\manim>python -m pip install -r requirements.txt

Could not open requirements file: [Errno 2] No such file or directory: ‘requirements.txt’

However, when I look in the directory for the folder I am in, the file is right there!

So… what the hell is going on, here? Someone on another forum suggested that the file was written from a 32-bit version, and needed additional flags or some kind of changes were necessary to make on a 64-bit system, but that was for an Ubuntu system, and I’m running Windows 10. Can anyone shed some light on what the issue might be? Thanks.
