What is /var/log/columbia-locale-plugin.log?

I have a file

/var/log/columbia-locale-plugin.log

on my machine containing the text:

/usr/share/ubuntu/scripts/locale/ubuntukylin-hook: + CLIENT_TYPE=consumer + LANGUAGE=en_US + ENCODING=UTF-8 + TIMEZONE=America/Los_Angeles + KYLIN_LIST_FILE=/etc/apt/sources.list.d/ubuntukylin.list + PACKAGES_LIST=/usr/lib/ubiquity/plugins/region_packages.list + [ -f /etc/apt/sources.list.d/ubuntukylin.list ] + [ en_US != zh_CN ] + exit 0 

I am running the latest Stock Ubuntu. Looking online, it seems like ubuntukylin is a Chinese version of Ubuntu … I am not running Ubuntu Kylin, nor do I intend to. Also I am on the East Coast, not in LA. So why am I getting a log file pertaining to a Chinese version of Ubuntu and claiming that I am on the opposite coast?
